Services, the successful applicant will perform a variety of duties

HRMMRS PROGRAM SPECIALISTS, Full or Part Time
Hampton Roads
Metropolitan Medical Response System (HRMMRS) Program
Specialists are responsible to and will assist the HRMMRS
Training and Logistics Coordinator in fulfilling the
responsibilities of developing and implementing the HRMMRS Plan
and associated projects. Responsibilities includes (1)
developing, facilitating and providing WMD and “all hazards”
training and exercises; (2) providing equipment and logistics
support, planning and reporting; and (3) planning for mass
casualties and medical surge capacity. Specific duties include,
but are not limited to, the following:
HRMMST
Curriculum Development – One position; full or part time
Primary duties:
Develop
and conduct Hampton Roads Metropolitan Medical Strike Team (HRMMST)
Operations courses as needed.
Coordinate the delivery of recommended training courses for
HRMMST members and other HRMMRS medical responders.
Maintain documentation of completed training for HRMMST
members.
HRMMST Training and Exercises – One position part time
Primary duties:
1. Plan and
conduct quarterly training for the HRMMST at the direction of
the Strike Team Committee and assisted by the Quarterly Training
and Exercise Workgroup.

conduct regional table-top, functional, and/or full-scale field

Identify

opportunity exists for exercise participants to attend exercise

Develop
after-action reports which include “lessons learned” from
regional preparedness exercises and actual responses involving

development and utilization of Weber Emergency Response Training
and Simulation Center.

JOB DESCRIPTION:
Under general supervision, performs
skilled and technical work in operating an approved Emergency Medical
Service unit for the County Emergency Medical Services Division,
rescuing victims and administering emergency medical care to patients on
site and while in route to hospitals. Work involves responding to the
scene of emergency and non-emergency calls, applying necessary medical
treatment to sick or injured persons, and transporting persons to a
medical facility. Performs in accordance with established emergency
medical procedures and protocols approved by the local medical director
at the NC EMT-Paramedic level and must exercise considerable independent
judgment to assess conditions of patients and administer appropriate
medical treatment. Work is subject to both inside and outside
environmental conditions, extremes in temperatures, noise, vibrations,
exposure to fumes, odors, dusts, mists, gases, poor ventilation, and
oils. Due to the nature of the work, employee is exposed to human blood
and is subject to the OSHA requirements on blood borne pathogens.
Participates in firefighting activities to include driving fire
apparatus, operating fire department equipment, fighting fires and
patient extrications. Work is performed under the supervision of an EMS
Supervisor and is evaluated through peer review/quality management,
observation, and public feedback and performance evaluation. Reports to
the EMS Supervisor.
SPECIAL REQUIREMENTS:
Residents of North Carolina must have, at a minimum, a
valid North Carolina class B driver’s license for weighted vehicles;
Out-of state residents must have an equivalent driver’s license if
applicable. Be an active member in good standing of a North Carolina
fire department. Verification of status is verified semi annually, or
upon request of the EMS Chief. Maintain the privilege to practice within
the Currituck County EMS system; Technical Scope of Practice evaluation,
valid Basic Life Support, Healthcare Provider (CPR) certification,
Advanced Cardiac Life Support, 36 hours of continuing education per

and maintain a valid driver’s license and successfully complete the
Tidewater Regional Fire Academy, or equivalent agency, as determined by the
James City County Fire Department, and possess and maintain the following
certifications from the Tidewater Regional Fire Academy, or equivalent
certifications as determined by the James City County Fire Department: 1)
Firefighter II; 2) Hazardous Materials – Operations; 3) EVOC; 4) EMT-B; and
5) CPR within one (1) year of employment. Additionally, incumbents must
successfully complete the Virginia Emergency Medical Technician-Intermediate
course (including ACLS, PALS, PHTLS or BTLS) and successfully complete the
James City County Fire Department medic Precepting program within two years
of employment. Requires an extensive background investigation, polygraph
exam, criminal history check, sex offender check, driving record check,
physical exam, drug screening, fitness assessment, and psychological
assessment.
