Board of Directors The PEMS Board of Directors serves as representatives of the public and in the public interest. They represent the entire region served by the Council and vote in the best interest of the regional emergency medical services system as a whole. The Board has all powers inherent to corporate directors including but not limited to managing and administering the affairs of the Council. Each Director is entitled to one vote.

The MCI Work Group shall coordinate and support a regional mass casualty incident management system; coordinate and support a regional response system for the management of incidents involving weapons of mass destruction; establish and maintain a system for the coordination, standardization, and improved interoperability of EMS emergency communications within the region; and, coordinate and support a system to provide and maintain critical incident stress management for the region’s emergency responders. The Committee will also liaison with other community disaster agencies/facilities which presently exist or which may be developed over time.

The Medical Advisory Committee shall develop, maintain, implement, expand and improve programs of medical control and accountability; coordinate the development and maintenance of regional medical treatment protocols. Additionally, the Medical Direction Committee shall develop, maintain, and implement medical oversight of EMS education, training and testing for all levels of EMS certification within the region. The policies and protocols established by the Committee represent a major part of the legal "standard of care" for the provision of prehospital emergency medical services within the geographic boundaries of the Peninsula, Middle Peninsula and Northern Neck.

The committee promotes communication and cooperation among the members of the EMS community and with system partners. The Peninsulas Inter-facility Cooperation Organization (PICO) shall coordinate and support a regional system for the EMS Supply Exchange Program as well as to coordinate and support a regional trauma system; system hospital MCI support a system for hospital diversion and other hospitals actives related to EMS care.

The Performance Improvement Committee (PI), under direction of the Medical Advisors Committee is responsible for assuring and improving the quality of pre-hospital care within EMS systems that are served by the Peninsulas Emergency Medical Services Council. The primary objectives of the PI committee are to conduct Medical Incident Reviews (QA), collect patient care statistics to evaluate system effectiveness and identify trends (QI), and provide constructive feed back on performance improvement efforts to all EMS professionals within the Peninsulas Region.

The mission of the Protocols, Policies and Procedures Committee is to provide current, well-reasearched and accepted standards of care with the ultimate goal of minimizing the morbidity and mortality of our patients and to provide guidelines for the treatment of specific emergency conditions in the pre-hospital setting. The committee goals are to establish minimum standards for appropriate patient care, to ensure a structure of accountability for operational medical directors, physician course· directors, facilities, agencies and providers, and to establish· the knowledge base for certification and recertification in the region.
