One of the critical functions of the Peninsulas EMS Council is to support our agencies in their pursuit of grant funding.  We accomplish this primarily through coordination of the Rescue Squad Assistance Fund (RSAF) grant program within the region.

Our support for the RSAF program is accomplished by:

  • Advertising the dates for the grant cycles as published by OEMS.
  • Assisting agencies with preparation of their grant requests.  This assistance can include a review a applications with recommendations for improvement or other assistance as requested.
  • Providing training to agencies on the grant submission process.
  • Evaluating and grading each grant submitted from the region with recommendations submitted to the Virginia Department of Health Financial Assistance Review Committee (FARC).  This review is performed by the PEMS RSAF Review Committee.  This committee is staffed by representatives from regional agencies experienced in the RSAF grant process who have been successful in acquiring grants within their agencies.  The Treasurer of the PEMS Board of Directors and a senior PEMS staff member also participate on the committee to provide guidance and support.

Please note that the starting with the Fall 2017 grant cycle, PEMS RSAF Review Committee meetings are no longer open to the public and agencies will not be presented with an opportunity to defend or discuss their grant applications with the RSAF Review Committee.  All grant applications will be graded on their merits as submitted.

When requested, PEMS is also prepared to assist agencies with other grant programs.

The Financial Assistance for Emergency Medical Services Grants Program, known as the Rescue Squad Assistance Fund (RSAF) Grant Program is a multi-million dollar grant program for Virginia non-profit EMS agencies and organizations.  All RSAF applications MUST be submitted via the web-based E-Gift Application portal.

Items eligible for funding include EMS equipment and vehicles, computers, EMS management programs, courses/classes and projects benefiting the recruitment and retention of EMS members.

  • To access your grant information please log in to E-Gift and follow the directions in the E-Gift User Guide for Award Grantees.
  • Licensed EMS Agencies – An agency authorized by the OEMS to provide emergency medical services in the state as an EMS agency. Contact your Agency’s Super User to have your E-Gift account created.
  • Non-Licensed EMS Agencies –  An agency that is not authorized by the OEMS to provide emergency medical services in the state, for example EMS Regional Council, Community College, Sheriff’s Office, 911 Centers, and Volunteer Fire Department. Click on the blue “Click here to Sign up” button on the e-gift log in screen to get started.
  • ALL INVOICES and REQUIRED DOCUMENTATION can be uploaded through the E-Gift system (download the E-Gift User Guide for Award Grantees)
  • All RSAF grants awarded by OEMS must now be registered in Virginia’s eProcurement Portal (eVA),  in order to receive reimbursement payments through OEMS | OEMS Vendor Instructions (missing)| eVA registration information
  • Pursuant to the Virginia Emergency Medical Services Regulations 12VAC5-31-2850 Emergency awards. OEMS will accept Emergency Grant Applicationsat anytime from applicable agencies that have demonstrated a need arising from a natural or manmade disaster as defined in §44-146.16 of the Code of Virginia.
